Yes — the Galaxy S25+ supports eSIM. So eJugaar's data-only eSIM works on it — without PTA registration too, because it is a roaming eSIM and devices running on roaming are outside DIRBS blocking.
What is particular about the Galaxy S25+
In One UI the eSIM lives under "SIM manager", and one eSIM can run alongside the physical SIM at the same time. Some Middle East dual-SIM units are the exception, so do check the EID.

What this means for a non-PTA Galaxy S25+
PTA registration is required for local SIMs. eJugaar is a roaming eSIM — there is no Pakistani local SIM in it at all, so the internet works normally even on a phone that was never registered. No back door: PTA's own DIRBS documentation keeps roaming devices out of blocking.
It is data only. Calls, SMS and a Pakistani number are not included — your bank's OTP will keep arriving on your old number. WhatsApp calls, IMO and Messenger run on data, so those work fine.

Check your phone in one minute
Dial *#06# on your Galaxy S25+. If an EID appears alongside the IMEI, the phone has an eSIM. No EID, no eSIM — there is no surer test.
One more thing: the phone must not be carrier-locked (JV). Do check this on a second-hand or imported set — no eSIM installs on a carrier-locked phone, and it is not refundable.
How to install an eSIM on a Samsung phone

- Connect to WiFi
- Settings → Connections → SIM manager
- Tap "Add eSIM"
- Scan the QR or enter it manually
- Turn Data Roaming ON
